Not in a formal way but indeed it is so when the journal is "The Astrophysical Journal" published by The University of Chicago. It is a professional astronomy journal with papers heavy loaded by long maths formulas. This is too much for police inspection and there are authors from Sandia Labs. or Los Alamos speaking about supernovae explosions, a subject a hair away from simulated H bombs explosions on computers. So, the simplest way for "the authorities" is to forbid any access at that publication. Democracy and freedom stop where maths start!
