According to "The Bible", God created the entire universe and everything 
that it in it, and saw that it was good. Surely then (assuming the universe 
to be a closed system) everything that happens afterwards is a property of 
this creation and therefore "God's will". If he didn't want certain trains 
of events to occur, then he would have altered the initial conditions so 
that they could not. (Remember by definition God is all powerful and capable 
of achieving anything.)

The best way to determine "God's Will" is surely to examine the universe 
around us, ie study science.
