Considering that more and more of humanity's transmissions are encrypted for 
financial and political reasons, it may be that a more advanced civilisation 
sends nothing "in the clear". Maybe what appears to be cosmic noise is 
really full of alien equivalents of the latest movie encrypted so that only 
those with the biggest wallets can watch them.

On the subject of immigration, humanity is really shooting itself in the 
foot with all its immigration laws. 

Suppose some legal-political axis imposed travel restrictions between 
individual streets in the USA, so you all had to get passports and work 
permits to move more than a few feet from where you were born. Would people 
put up with it? A few centuries into the past it would be more arduous and 
time consuming to make a journey of a few hundred miles than it is today to 
fly around the world. If someone living in London in 1700 had to get a work 
permit to work in Penzance or York he would not be too happy, I am sure. But 
today, a plane journey from London to New York or Sydney would probably take 
less time than a stage coach from London to York or Penzance.
