With present day knowledge, Queen Victoria could have got radio Morse code 
transmissions with spark generators. Mercury pump and glass work could have 
produced diode and triode radio valves and so voice radio. The same 
technology would creates CRT... I think that could have been done 1900 years 
before, in Caesar's time.

In the same way, we could use black magic: Copy a quantum system into a 
quantum computer, submit it at what physical laws we want to build in the 
system and then copy back the result in the real world. Some have the 
knowledge, other have the money, nobody has both.
