Philip,
I just implemented a software solution. For each message
sent to CryoNet's posting address (), the
software now counts the number of lines that begin with "> "
and the number of lines that do not begin with "> ". Except
for short messages (about 20 lines), it now refuses to post
any message with over twice as many quoted ("> ") lines as
nonquoted lines. When the software rejects such a message,
it sends an explanation to the person who sent it with a copy
of the message so that the sender can see the problem.

This should filter out postings that accidentally append a copy
of the entire, previous digest to the end. Hopefully, the
two-to-one threshold will not filter out replies that require
inclusion of significant context from previous messages to make sense.
Let me know if this threshold needs to be adjusted.
