When France was a knngdom, more than two centuries ago, there
was indeed a custom at each city exit, the so called octrois. The
 soviet system has not discovered it!
Now, there are people asking (with bombs) to broke France (a country
no bigger than California) into up to 20 micro countries, each with its
law, custom at the boundaries, and local speaking. Think of that:
You couln'd drive more than one hour from one border to the next!

Please John, don't write about GPS, if not they'll put a custom at
each street end :-(
