As much as I think George W. Bush's "Wings Over the World" approach to 
dealing with terrorism is necessary and may even prove effective, I have to 
ask how far we want to carry this.  If we plan to bomb every country with 
governments planning to inflict tangible harm on the United States, when 
does China's turn come up?
