Some years ago,  here in France we encountered that same problem with the 
Tchernobyl fallout. The racio-active cloud peppered all the Europe continent 
with noxious products. Vegetables and milk got a toxic level in Germany, 
England, Belgium,...

Fortunately, we, here, had a better government and administration.  The 
radio-active cloud was forbiden to enter french space and so it stopped at 
the boundary.

Only wrong minded bad citizens think the 300 per cent growth in some cancers 
have something to do  with that :-(
