I have said before that a simple use of fourier transform between space and 
time variable put the nearest civilisation at the other edge of the local 
galactic super cluster, in fact we may be the only civilisation inn the super 
cluster, an object 100 millions Ly in diametre.
 If a civilisation can travel that distance, it is so far in advance from our 
state that it can't have any interest for us.

Add that:
Super civilisations may dislike others, may be they travel in time and 
destroy any germ in their domain. May be we are the seed of such a monster 
and our galaxy has been "disinfected". More far away civilisations would not 
enter in the "verboten" zone...
