The capital of the world's insurance industry is Great
Britain. There are companies there that insure a lot
of things that can't be insured elsewhere in the
world(i.e. you can buy insurance against a plant in a
third world country getting nationalized and similar
events). Another advantage is that gambling laws in
Britain are much looser than in the US. It is
plausible that a bookie joint might take up some of
these bets even if an insurance company wouldn't.
