Your post above includes the words "by the state". Does this imply that the
lawyer mentioned is acting as an employee of the state, or is acting on his
own? In both cases he has personal responsibility, but if he has to be an
employee of the state to take such action it does suggest that there is some
control over the number of such cases and reduce frivolous filings.

I gather that the second claimed clone is not US resident and therefore this
instance may be subjected to external testing. If this does happen, and it
passes the tests then it would be reasonable to assume that the first is
also a genuine clone.
