Assume a product, a TV set for example is produced more cheaply. You can 
think it is a progress at least on quantitative ground. May be yes, but that 
progress comes with some strings:

The cost reduction get possible because amore automated production line. That 
production line is costly, so it must have a large output to produce cheaper 
items. These item will take each some free time of a consummer. Because the 
total consummer time is limited, there must be fewer and fewer production 
lines and so progress possibilities. I see that for myself: Computer time has 
scavenged TV time for example.

We are in a time saturated society and quantitative progress has taken all 
our time.
