   Actually, I did suggest n-propanol (1-propanol) as a pos-
siblity.  It's heat of fusion is 20.66 cal/g = 85 J/g or so
(there's a heat of fusion table in your CRC Handbook-- see Heat
in the index).  

   Clever idea about the water ice alone as ballast.  However,
fuzzy as their melting behavior will be, surely mixtures of
ethanol/water can only be better than water alone.  There must be
some minimum mix of ethanol with water that isn't flammable at
all.  Distilled liquors, which are typically 40-50% ethanol, will
not burn.  And distillers, who store really large amounts of
finished product on site, haven't been driven out of business by
the fire marshalls. (Gosh, we're getting closer and closer to Ben
Franklin and his preservative cask of Madeira...).
