About Long Term Potentiation linked to fiber proteins: It is known that at 
least some forms of LTP originate in the presynaptic axon terminal. These LTP 

are produced by an augmented probability of vesicle release. Given that vesicle
redy to be released are storred near the cell membrane by  cytotransport along 
fibers, if these fibers are disabled, the vesicles can't get to the release 
sites and these ones are so depleted. The release probability is then severly 
limited and there is no room for LTP. The same result could be produced by 
disabling any step in the neurotransmitter production or recycling or by any 
defect in the release or recycling of the vesicles.
