The democratic state has a responsibility to provide the physical and 
social environment for informed citizenship. This is not charity, it is 
a human right and the law in those states.

Not providing the minimum foundation for existence to all citizens 
leads to crime, which is much more costly to society as a whole.

These simple facts have unfortunately not penetrated policy in most 
places. I am happy to report that this policy is written into the 
Constitution of Denmark. Unfortunately, it is now being eroded by 
opportunistic politicians promising low taxes and more "freedom".
