From an engineering standpoint it would not be all that hard. Assuming they went neuro and occupied a cubic foot each, the building needed for a billion would be 2000 feet square and 250 feet high. Large, but there are a lot of larger buildings. One I used to work in that built locomotives was 5000 feet on an edge.
