Assuming they went neuro and occupied a cubic foot each, the building 
needed for a billion would be 2000 feet square and 250 feet high.

Large, but there are a lot of larger buildings.  One I used to work in that 
built locomotives was 5000 feet on an edge.

It is I think a fair bet that fewer than a billion will die before people 
just quit dying.
