Not necessarily. If the number of living members went to zero but new  
death-bed cases kept coming in, that would not be stagnation.
 
Incidentally, Ben says the number of CI members is now 540. As far as  I 

recall, the ratio of fully prepared to membership has stayed roughly  constant,
or perhaps improved a bit, so the growth however measured is  about as I said, 
better than double in the last five years. Measures are being  taken to 
improve the ratio of fully prepared members.
