Of course, there is no better place for a cryonics facility than a missile silo.
However there are lots of places that are much safer than Phoenix or Detroit 
and no more expensive. Cryonics Institute once owned land in rural Michigan that
could have been used to relocate its present site. Unfortunately the land was 
sold to save taxes.
 

In my opinion, it would be worth the relocation costs for Cryoincs Institute and
Alcor to purchase rural sites and to move. In the long run, it will be possible
to reverse aging and to revive us from cryonic suspension, but none of this 
will do any good if our bodies are destroyed in the meanwhile.
