You are confusing industrial production, the production of capital  
goods, with consumer production. Did those people have electricity,  
gas, roads, etc.? If so, the industries producing them had to be  
created from virtually nothing.

Also, the period you are discussing is after the period of  
industrialization of the USSR. And after War II which reduced the  
USSR to ashes, not to mention 30 million dead. The type of shortages  
you discuss were also present in Western Europe during that period.
