When you can convert from one media to another.  Tape, paper, CD, hard 
disk, etc can all be used to store text and it is no big deal to convert 
from one to the other.  Genes too can be stored on various media and 
converted back to DNA strings.

I might take a look, but ghod knows I have ploughed this field too damn 
many times.  Look back about ten years when Aaron Lynch and I went at it on 
alt.memetics or recently on the now inactive memetics list (the archive is 
functioning).
