What you say might be worth trying, though if asked to bet I would still bet
against it. Of course, the real problem is not just in producing a JOURNAL,
but in making it "high-class" enough --- which is where the clinch comes,
with referees, with contributors, and with readers. As an academic, you
surely know that other academics want to submit (and have their papers 
accepted by!) the highest class journals they can. It gives them more points
in the academic game.
