This is  the problem that the community continues to ignore, even  
after the  Dora Kent case and the more recent political attacks. I  
don't think  patients can be secure, unless there are facilities in at  
least two  countries. That would at least give the option of moving on  
short  notice. Unfortunately, I have yet to find financial support for   
doing anything along these lines.

I think this must be taken in the same way as a computing problem : Break  
the task into manageable steps. For example, why not start a temporary animal  

storrage facility, may be looking to a deal with an existing cryonics facility.
 It could be something as renting some space and service.
In the next step, the animal project would buy its own cryostat.
One step more and it would start it own facility or facilities.
Next would be a general purpose facility, including man storrrage or  

potential  activity of that kind, that is a back up solution if there is  any 
problem 
in a given country.
 
There are some technical problems we could think about, for example how to  
ship a body at LN2 temperature without spillage risk of liquid nitrogen. This  
would be a basic requirement for any transporter.
