Speaking purely for myself: the rating system does its job when it  
blocks messages from problem posters. I certainly don't go to read  
them. To me, a blank digest is spam, but the annoying sort of spam  
that has to be opened because it MIGHT be real. I understand if this  
is not fixable, but my preference would be to send no digest at all  
when all the contents have been filtered . . . just wait until there  
are reportable messages to digest, and include the numbers of the  
offending messages in that digest.
