To me it sounds more like "we've described one way
to get people back, and here's an entirely different
way that may be quicker and easier" (note the
words "stage one" and "unprecedented effort", and
that the word "may" in both of our sentences
reveals that neither of us knows (or *can* know).

I don't think there's any percentage in "You're
wasting your time; give up!" admonitions.
