A simpler solution is to have someone act as a Registrar. People would confirm their identity by sending a a symbolic payment, say a $1 card- based payment, to the Registrar, who would then certify that the name was real or at least that there was a real person behind each name. With an appropriate database to check for people trying to get more than one name, it wouldn't cost much more than this symbolic payment to actually cover expenses, assuming there were a large number of subscribers. There are firms that run electronic votes for unions, etc. They simply issue a validation number to each person accredited as a voter.
