If the banks are closed, they aren't processing
payments either incoming or outgoing.  Whenever
my banks have a holiday, due dates are postponed
to the first business day on which they are
reopened.

Personally, I'd put the chances at less than
1 in 2000.  There would be a state of national
emergency declared if banks threatened to close
their doors for any extended period.  Many stores
would go out of business, many people who live
hand-to-mouth would go hungry, and if you thought
the stock market tanked last week, just imagine.
Probably the stock exchange would have to close
down, too.  It's not going to happen.  I can
imagine some extra 3-day weekends, if that would
help, but I think they'd rather not do anything
that might cause alarm -- people panic.
