About Lewis Richardson and his work: I will undertake to get the reference; its
not something in my personal possession. You may have to be patient, though,
because Richardson did almost all his work before the 2nd WW. He did write a
book, STATISTICS OF DEADLY COMBAT, which I have read but don't own. If I 
recall (I'd really want to check this) he discussed the 40% figure in that
book. Since he was early, he might be hard to find if you only use computers. 

Richardson was a meteorologist too, and I think he's still remembered for his
mathematical work in that area ... though of course with computers and 
satellites we can now do a far better job. He got into studying war because
he was a Quaker, and figured that rather than just stand around taking a moral
position it might help the problem to learn more about it. He developed 
DEs describing an arms race which (before the fact) predicted very well the 
European arms race before the 2nd WW. 

For what it is worth, he had a large influence on my thinking in this area.
