This is pretty simple to prove theoreticaly. We need solve an equation
in one part
H2O molecule energy depending of brownian motion (temperature) and in
other part an energy
of an electricaly polarized H2O molecule rotating in rotating electrical field.

If this equation is solvable we'll find frequency and EM field
intencity in wich right part of equation (rotation energy) is higher
then brownian motion energy. An as human body is only 70%  H2O it may
have some additional equation components.
