Governments don't 'think' anything. Governments follow the dictates of the 
population, ideally. When you or anyone else promotes the idea of 
'overpopulation', it is influencing votes and thereby government policies. 


In most cases, the inputs of individuals plays a minor role. However, when 
government policy is totally at odds with the facts, then even a single person 
pointing out the contradiction can have a dramatic influence.
