First, the failure to moderate. Next, the installation of a rating system that I
predicted would not function, based upon elementary behavioral principles. 
Finally, an update that has stalled. 


Unfortunately, the failure of the Movement's public information / marketing 
strategy is widespread and has had many negative consequences. The most recent 
was the long delay in suspension of CI's 102nd case. This appears to have been 
due to the person not making it known that they had a contract for fear of 
negative reactions. 


The failure to address the problem appears to be a result of the continuing 
belief among the Movement's leaders that technical improvements in suspension 
technology will resolve all public perception problems, contrary to the 
overwhelming evidence that this is not true. A compounding factor is the view 
among some of these leaders that social science is 'obvious' and professional 
treatment of this issue is not necessary. A contributing factor is the 
continuing failure to create an industry association that would have the 
monitoring and influencing of public opinion as a primary task.
