Sure.  They could pay for it directly.  One organization only charges
$28,000, which should be a small part of an elderly person's life
savings.  (If someone presently age 90 had saved just eight dollars
a month from age 18 to age 65, at just 4% interest, they would have
more than $28,000.)  Or they could sell or mortgage their house, if
they have one.

They can also talk friends, relatives, and/or charitable organizations
into donating the money.

I'm not aware of any.  There are only four organizations doing
suspensions, that I know of.  All of them require payment in full,
up front.

There are no health requirements, except that you have to be legally
dead, and (I think) you can't have died from Ebola fever.

There are no age limits.  There was recent discussion here on getting
more very old people to sign up.
