Basically, the Declaration of Intent was created so people could 
quickly and easily express a preference for being frozen, without having 
to go through the time-consuming process of a formal signup.
Although it is not the same, by far, as actually signing up, it could be
useful in case death intervenes before the signup process can be
completed. To sign the Declaration "when you sign up," on the other
hand, is largely superfluous since the signup paperwork makes it pretty
clear that you want to be frozen. Apparently, Will, you feel you could
not sign the Declaration now because you would have to do it "behind
someone's back"--your wife's I guess. She would not tolerate your 
expressing your preference in this way. (Am I right?)  If that is true
it is certainly unfortunate.
