I have a Polar pulse watch (a more expensive model than shown on the picture, but the chest belt is the same), and I don't think it is suitable for a member down alert system. It is all right for exercising, but you don't want to wear the chest belt at all times. It woudn't work, either, because the belt is activated by water and thus only monitors your pulse when you are sweating.
