This suggests such a program must be nontrivial. Whatever it *would* have to have, if not "real" intelligence, must be a fair imitation. (If you like, only the intelligence a paralyzed person would have who can only blink, or like Stephen Hawking, move one finger of one hand. But that too could be considerable.)
