If you want to set up a network in your own languages then it is my view 
that you should contact Barry Albin at an early stage. I am sure that he 
would be helpful and provide you with information that you can offer others 
who may come to your website(s). He (and the Cryonics Institute) can offer 
help with "post mortem" cases (ie people who have a dead friend or relative 
not signed up they wish to cryopreserve.)

Maybe you will even be able to get or help him to make a website for his 
firm and provide cryonics information on it.
